Update wellKnownPolicies.loadBalancerController to Latest Version

Description

This PR updates the IAM policy for wellKnownPolicies.loadBalancerController to align with the latest recommended policy for the AWS Load Balancer Controller.

The main changes include adding new permissions such as ec2:GetSecurityGroupsForVpc, elasticloadbalancing:DescribeTrustStores, elasticloadbalancing:DescribeCapacityReservation, and elasticloadbalancing:ModifyCapacityReservation. All existing permissions have been retained.
