Update /tests dependencies and fix docker+http issue

Summary of your changes

The main goal of this PR is to upgrade docker-py dependency to >v7.1.0 due to a known conflict with requests v2.32.0. This fixes the docker.errors.DockerException: Error while fetching server API version: Not supported URL scheme http+docker issue. It also bumps minor dependency versions.

Fixes failing IT tests after #2475
