8.16.4 being release may have something to do with it

no actually 8.17.2 was added so 2 minors are 8.17.1 and 8.17.0

there may be a bug or different expectations. i'd like to have latest patch of two previous minors tested in case PreviousMinor is 2.
this version selection code is a bit tricky
