What does this PR do?

What kind of change is this?

It adds the CREATE_POOL feature witch trigger the following transactions on chain:

• wrapEgld (optionnal)
• createPair
• issueLpToken
• setLocalRoles
• addInitialLiquidity
• lockTokens
• setSwapEnabledByUser

Documentation changes needed?

I've add the necessary informations into the plugin README
