Option-set groups for settings to make site.xml easier to use

Wrap groups of settings in option sets to make site.xml simpler to use. Toggle sets of controls for specific tasks, like "title", "descriptions", "open graph", "advanced".

This will change how all data is stored in XP as a option-set works as a data wrapper too.
