multi_value.to doesn't work on second & further elements of intersection type

While working on equality for intersection types

• EnsoMultiValue == isn't transitive #11845

we noticed non-functional behavior of Any.to and created a AnyToTest and addressed the most critical issue. However during the review @Akirathan realized there are failing cases) that should be addressed as well.

• btw. the dispatch of Any.to may be related to solution for Let EnsoMultiValue.to_text delegate to first type to_text #11827
• dispatch of Any.is_a also shows to have problems with intersection types: https://github.com/enso-org/enso/pull/12031/files#r1908910454

As the behavior of Any.to isn't related to ==, those tests are now @Ignored and this issue is reported to track subsequent work.
