Implement Coinbase Advanced REST Input Plugin

The CoinbasePro API has now been retired. The current input plugin needs to be deleted and a new Coinbase Advanced Plugin needs to be written. The Python library can be used or it can leverage the CCXT plugin infastructure.

• Remove CoinbasePro Plugin and accompanying documentation
• Add Coinbase Advanced Data Loader Plugin
