I am not sure I understand what's being changed here.

The previous code was doing a cp of swarm and geth to / - why is that not needed anymore? I remember that the image was relying somehow on this...

Ah, I guess those cp are replaced with these COPY statements?

Almost correct. This COPY was already there before, it was just copying from / instead of /go/bin/ There's no need for the previous cp''s. We can just directly get the binaries from /go/bin within the builder image. Previously it was duplicating them in /go/bin/ and /.
