• fix issues with devnet-6
• make devnet-7 spec with:
  • v1.5.0 (includes some minor changes after beta.5)
  • should include validator custody, unless implementation complexity would delay launching devnet-7 significantly
• make devnet-8 spec on top of devnet-7 with BPO feature

devnet-8 would form the basis for fusaka-devnet-0
