This bug fix aligns pixel offset and genomic coordinates of the brush and annotations. It ensures that the interactive sliding window over the chromosome lines up with arrows, histograms, etc. that appear beside the chromosome. The fix addresses issue #91.
Also, the development build process using webpack was optimized from running only manually and usually taking > 15 seconds to running automatically on any relevant source code change and taking < 1 second. This drastically eases development.
