Motivation
Continuation of #6732
We can now enable parallel minification in WSL since it has been fixed upstream. webpack-contrib/terser-webpack-plugin#138
I also upgraded the terser-webpack-plugin to v2 (major change). The breaking changes are compatible with react-scripts configuration.
