Changes since 04-13
File watching excluded names should now reset alongside database on client
More logging label options for grafana
Hopefully fixed cancellation showing as failure in webui
Allow for a dynamic port so that simultaneous transfers won't both use the same port
Hopefully a client disconnecting will no longer cause an exception on the manager

No change to any api.
Only need to update manager and clients that watch files
