fix: deps: Update butterfly artifacts

The Butterfly network were reset last week, but the updated artifacts #8857 (genesis and bootstrappers) where only merged to the v1.16.0-branch. And the backport of v1.16.0 to master happened before #8857 got added.

So when using master or v1.17.0-rc1, the butterfly network fails with wrong genesis on startup.

Proposed Changes

Add #8857 to master.
