The upstream repository docker image build got fixed: iovisor/bcc#4845
Tested the manual Docker image using Ubuntu dockerfile and it worked on ARM64:
git clone https://github.com/iovisor/bcc cd bcc docker build -f docker/Dockerfile.ubuntu
