Recently installing python packages fail for some random reasons, so try the action several times. It is not a fix, but a workaround, unfortunately.

This is really ugly but this can unblock the CI. Can you open an issue on Flatcar repository to track the investigation on this and the elements you found?
Let's try to not keep this fragile things forever (and this can lead to upstream contribution I think).
