dev-utils/strace: sync with Gentoo

Stolen from the weekly update (as we plan to skip it until next year): #1498

This should fix the failing compilation on main:

BTRFS_EXTENT_REF_V0_KEY undeclared here (not in a function)

• Changelog entries added in the respective changelog/ directory (user-facing change, bug fix, security fix, update)
• Inspected CI output for image differences: /boot and /usr size, packages, list files for any missing binaries, kernel modules, config files, kernel modules, etc.

Hello, I tested the change locally and it builds strace-6.6 now. LGTM.
