I suppose the pinning is required on the fixed version (1.27.16 was the last iteration).

Not really, this is actually to match the tested kubernetes version: https://github.com/kubernetes-sigs/cluster-api-provider-gcp/blob/ab66a2c8acee99e1a13ea4afaefeb18e7b3ada62/scripts/ci-e2e.sh#L50-L52

CAPG (Cluster API GCP) uses an old and outdated Kubernetes version in the CI. Let's match it to have Flatcar CI tests working.
