Added a note to the README that gcc 13 isn't supported yet on Windows, if you think this is OK to merge in the meantime I can keep an eye on choco and update when mingw 13 is out. Also removed the winlibs install as it is unused |

Not on apt/brew/choco yet, and winlibs version is still a prerelease snapshot.Will update and mark ready when available on all package managers
