Improved read-me before repository archival

Thought I would archive this to the team page just in case anyone wants to look at it, although WPILIBj changed a bunch of stuff since this was written. This repository will be going read-only in a few minutes. See the read-me or the previous release for more information. The pinned issues also have some stuff.
