Bump harmonic depedencies: sim8, gui8, sensors8, rendering8

Bumped to use new Harmonic dependencies

gazebo-tooling/release-tools#853

The main branch currently does not build so the changes had to be made on top of #206 which has the forward ports that fix the build.
