Describe the update

From the original update submission issue (#2657):

We update the aerosol table values for mineral dust in FJX_scat-aer.dat in Extdata directory. The description about fitted log-normal distribution is given in the table itself (geometric radius and standard deviation). The updated values are calculated are based on the spheroidal shape for the dust particles. Please replace the current existing file with the file attached to this request.
The single scattering properties at 200nm are calculated using the refractive index for 300nm as there is no refractive index value available for 200nm.
Please find the attached file. The attached file is in .txt format. It should be converted to .dat format before implementation so that we don't have to make changes in the source code.

To apply this change I updated the Cloud-J data directory path in geoschem_config.yml. At the same time I also moved the path to the Cloud-J submenu in the yaml file and deleted the Fast-JX data directory except for the Hg simulation. The Hg simulation now gets the Fast-JX data directory from a new submenu in the yaml file called "fast-jx".

This commit also includes moving the path out of input_directories and
into the Cloud-J menu. The Fast-JX directory (only used for Hg) is in
new sub-section in the yaml file called fast-jx. The fast-jx section
is excluded except for Hg simulation files.
