What version of Hugo are you using (hugo version)?

hugo v0.119.0-b84644c008e0dc2c4b67bd69cccf87a41a03937e windows/amd64 BuildDate=2023-09-24T15:20:17Z VendorInfo=gohugoio

Does this issue reproduce with the latest release?

Open Explorer, change directory to hugo_0.119.0_windows-amd64 and try to start hugo.exe directly and we are greeted with the info in the title

Now see https://gohugo.io/getting-started/quick-start/ and the one of the first things

If you are a Windows user:

    Do not use the Command Prompt
    Do not use Windows PowerShell
    Run these commands from [PowerShell](https://learn.microsoft.com/en-us/powershell/scripting/install/installing-powershell-on-windows) or a Linux terminal such as WSL or Git Bash

Maybe change the Text to

You need to open Powershell (not Windows Powershell) and run Hugo from there.
