Some of the URL in comments in github/actions_artifacts are outdated. For example:

// GitHub API docs: https://docs.github.com/en/free-pro-team@latest/rest/reference/actions/artifacts/

gives page doesn't exist.

I'd be happy to submit a PR to fix this.
