Steps to Reproduce: Link in Readme.MD file (https://googlecloudplatform.github.io/google-cloud-python/stable/texttospeech/usage.html) under Next Steps leads to 404 error.

Thanks for filing this @zglin.

This appears to be a broader issue. Currently https://googlecloudplatform.github.io/google-cloud-python/stable is 404. https://googlecloudplatform.github.io/google-cloud-python/latest is available as are specific versions.

@crwilcox The /stable bit is really problematic for us while we are in the monorepo: it is tied to releases of the umbrella google-cloud package, which we mean to be deprecating.

Note that the usage.html link would 404 even if it was based in latest/: there is no usage.rst document in the texttospeech/docs tree from which to generate it.
