This follow-up to #6319 updates google.golang.org/genproto submodules to versions that remove temporary "back-ref" dependencies on the google.golang.org/genproto root module. This frees consumers of the submodules (api, rpc, etc) from dependencies on cloud packages. For more information, please see googleapis/go-genproto#1015.
