Replace styled-components with emotion in 2017 packages

The following 2017 project packages have a dependency on styled-components:

• transportation
• homelessness
• budget

For each of these packages:

• Replace all uses of styled-components with emotion
• Remove styled-components as a dependency

I wanted to let you know of a potential issue that you may encounter.

It is possible that you may encounter errors when running yarn start in the 2017 package before making any modifications. If you do, I would try another issue.
