Proposed change

This bumps ZHA to 0.0.44. These dependency upgrades are bundled with it:

This is a bugfix release to fix an issue with Tuya motion quirks (tested and confirmed working) and fix missing state classes on quirks v2 entities. Strings for zha-quirks are also added to strings.json.
