Provide a system wide way to specify measurement units

Existing Behavior

Supporting degrees Fahrenheit is an afterthought, and is implemented as such.

Desired Behavior

• The system has a centralized "measurement units" switch for all units of measurement used in the system;
• This switch will determine the units read from the configuration and the default units displayed to the user;
• There has to be a separate switch for display units regardless of system wide setting.

Additional Considerations

All internal calculations, logging, and telemetry must occur using SI units. No orbiters here.
