chore(lint): ESLint v9

Migrate Linter to ESLint v9.

Updated @hono/eslint-config. This supports ESLint v9 with a flat config. And it uses eslint-plugin-import-x instead of sort-imports. The method of sorting the import statements has been changed.

The author should do the following, if applicable

• Add tests
• Run tests
• bun run format:fix && bun run lint:fix to format the code
• Add TSDoc/JSDoc to document the code
