snapd fails to start when the auto-discover flag is used and the plugins are not executable #1104

To reproduce

  • compile snap make all
  • change permissions on mock plugins `chmod 444 build/plugin/*'
  • start snap (with auto-discover switch) build/bin/snapd -t 0 -l 1 -a build/plugin

Once snapd hits the first file that is not executable snapd exits.
