パラメータの動的な設定 #4

cost_scaleやrect_obstacle_listなどのパラメータを状況に応じて変更したいです。
以下のどちらかの方式で変更できると良いかと考えていますが、何か良いやりかたはありますでしょうか？

rosparamが変更された際に再読み込みされるようにする
パラメータ設定用のyamlをいくつか用意しておいて、切り替えることができる
