Windows Open File Dialog should show all compatible files by default #70

Need to make "All compatible files" filter as first default file filter so Windows will show all compatible files when Open File dialog is first opened.

This helps Windows where each category of file types
filters separately in the File Open dialog.  Making
the first "category" be all openable files helps
Windows dialog not overlook valid files.

Fixes Issue #70.
