Refactored Annotations TCK 3.0.0 and GF runner

Describe the change

Refactored the Jakarta Annotations TCK with one signature test.

• bumped the version to Annotations 3.0 API and TCK 3.0.0
• TCK runner with Glassfish 8-M1 , test passes
• documentation and bundle generation included.

Notes:

• The sigtest-maven-plugin (now available in https://github.com/eclipse-ee4j/jakartaee-tck-tools/tree/master/tools/sigtest ) is used to generate the signature file and execute the tests.
• The signature test uses the current platform TCK framework in signaturetest/ module to invoke the tests.
• jakarta.annotation.ManagedBean class was removed from being tested as it is also removed from the api

The userguide requires more changes.
