This file is relatively useful and should be kept (and tracked) until further notice. It is ignored in package builds.
This commit also prepares file NEWS.md for future comments.
R >= 4.1 is required to use function shorthand \(...) and the native pipe operator |>. R >= 4.2 is required for native support of UTF8 on Windows.
It still requires some tweaks. Notably, the reference index must be created manually to include internal doc files.
