Short term: the failure is due to a behavior of the new pipeline library (jenkins-infra/pipeline-library#739) (I don't know if it is a bug, unexpected error or misconfiguration yet):

• Fixing the pipeline library would allow starting work on ATH container is broken on AArch64 #1322
