Support bundle should not fail when crumb issuer is disabled

When crumb issuer is disabled (using -Dhudson.security.csrf.GlobalCrumbIssuerConfiguration.DISABLE_CSRF_PROTECTION=true), the support bundle collection fails because it doesn't handle this case.

• Make sure you are opening from a topic/feature/bugfix branch (right side) and not your master branch!
