ESLint v7.0.0 is released 🎉

devDependencies should be compatible with ESLint 7 too before we can merge this one:

I'd just started working on this - since we'll want to update the recommended rule set in the new major, we'll probably not block on updating to eslint 7 depending on how fast the dependencies update.

I'll keep this PR open for now, but depending on how fast things move I might end up closing it in favor of another to keep things tidy, since it could be a few weeks before the new major lands

Closed since I've adjusted our ci to run tests against eslint 7 - this list is still useful to have, so thanks!
