Starting Jetty with JPMS produces warnings about Servlet resources not found #5901

10.0.x & 11.0.x

Description
Start Jetty with --jpms and you'll see a number of warning like the one below:

2021-01-21 16:18:10.049:WARN :oatud.DigesterFactory:main: The XML schema [XMLSchema.dtd] could not be found. This is very likely to break XML validation if XML validation is enabled.

This brings in a change to the javax.servlet.api module-info
to open the javax.servlet.resources package to all modules,
so that the dtds and xsds can be retrieved as resources, either
from the context Classloader.getResource, or
from the ServletContext.class.getResource.

This brings in a change to the javax.servlet.api module-info

Fixed by releases 4.0.6 and 5.0.2 of the toolchain servlet-api, see pr #5918 and #5919.
