Add an option to show the water budgets as % of total precipitation in the various figures that are produced when computing groundwater recharge with GLUE.
Add the possibility to select the period over which the average yearly and monthly water budgets are calculated, like it was done for the weather normals in PR PR: Add a year range option to the weather normals viewer #142.
