This is an initial attempt to migrate our packaging from jupyter-packaging to hatch, as recommended at https://github.com/jupyter/jupyter-packaging#jupyter-packaging
For now, I've basically just run the migration scripts (which was so easy! Thanks Steve!), and haven't checked anything.
