This PR fixes #6557 by moving all the panel related objects from
application/shell.tstoapplication/panelhandler.ts.The
panelhandler.tsmodule includes thePanelHandler, theSidePanelHandlerand theSidePanelPaletteclasses.For consistency it also renames all code occurrences of sidebar to sidePanel.
