Fix e2e pipeline due to vagrant cloud infra issues

Proposed Changes

• Implement workaround to handle ttps://github.com/Upgrade vagrant version in docker image vagrant-libvirt/vagrant-libvirt#1840 and An unexpected error occurred: Vagrant Cloud request failed - Method Not Allowed hashicorp/vagrant#13571. For now we will manually download and install the ubuntu boxes used for E2E testing
