IEEE80211 has multiple private packet types and fields. Hence we don't want to throw but rather allow the user to inspect the packet data and decide what to do next

Others are added simply by not throwing
ParseExceptionon parse failure. The user will at least get a packet withtype,subtype, anddataand will be able to process the rest.There is a support for MGMT Action vendor_specific that is used e.g. for Open Drone ID.
