挙動を変更してほしい機能や動作

Misskeyへの配送制限（未収載をフォロワーのみに変換するもの）

現在の挙動

設定したユーザーに限り、ローカル公開・未収載としてマークされた すべての 投稿を「フォロワーのみ」としてMisskeyに配送する

変更してほしい新しい挙動

ローカル公開・未収載から検索許可「誰でも」の投稿を除外する

必要性

検索許可「誰でも」は非フォロワー含め誰でも検索されることを意図した投稿であり、それがMisskeyから自由に検索できないのは設計と矛盾する
