This change simply adds Rackspace as a Kube-OVN user.

Rackspace is using kube-ovn within our genestack project, which
facilitates the deployment and management of hybrid cloud environments
using OpenStack and Kubernetes.

@cloudnull Thanks for this PR. I'm curious to learn how Rackspace specifically uses Kube-OVN. From what I know, Rackspace mainly provides OpenStack services. Are you using Kubernetes to deploy OpenStack, and then use Kube-OVN to provide network for both containers and vms?
