What this PR does / why we need it:
Windows SAC releases (2004, 20H2) have been out-of-support for a while now so we shouldn't build contianer images for those platforms
Also, Microsoft has started publishing a
ltsc2019tag for mcr.microsoft.com/windows/nanoserver in addition to1809so I switched to using that for consistency.similar change as kubernetes-sigs/cloud-provider-azure#3555
