What this PR does / why we need it:
This PR fixes the dependabot alert - "OCI Manifest Type Confusion Issue" by upgrading the version of the module github.com/docker/distribution to 2.8.0

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. In case anyone else wonders how to get the alerts. One option is:

• make sure your CAPI fork has main as default branch
• enable Dependabot alerts in the repo settings of your fork (e.g. https://github.com/sbueringer/cluster-api/settings/security_analysis)
• keep the main branch of your fork reasonably up-to-date.
