package.jsonのlintとformat scriptをyarn v1以降でも動くように修正

課題・背景

yarn lint, yarn formatが動かなかった
yarn v1以降で動かない問題があるので修正 mysticatea/npm-run-all#200

やったこと

• 動くように修正した

やらなかったこと

• npm-run-all2への以降
  • npm-run-allは何年も更新が止まってるので置き換えたほうがいい
