Instructions are provided on the Google Play site. The cost is $25/year. As indicated, don't forget to register as a Google Checkout merchant as well

Once you have completed the process, if you are using Librelio's publisher plan, you will need to invite Librelio to your Developer Console, as instructed here. The email address you need to use for this invitation is support@librelio.com.
