What this PR does / why we need it: In this PR we are enabling GZIP compression for Flatcar's user-data. This is on-hold until we deploy the Gzip compression for whole OS.
ON-HOLD: As @eljohnson92 mentioned, if we enable the GZIP compression for one test: all tests will be impacted, let's wait for Ubuntu to have the cloud-init gzip support.
